Shelter and Energy Assistance

The Shelter and Energy Assistance program (SEA) has two components. One is to prevent homelessness by assisting families with rent or mortgage funds and energy-related issues. The second component is a comprehensive program assisting already homeless families with the transition to self-sufficiency.

The SEA program is funded by federal grants totaling over $850,000, which benefited 7,566 people during the 2008-2009 fiscal year.   

NAM's Supportive Housing Program, funded by the U.S. Department of Housing and Urban Development (HUD), provides housing subsidies and supportive services to homeless families.

Because funding comes from several grant programs, staff members interview prospective clients to determine if they qualify for one of the available programs. Applicants must provide documentation related to identification, residency, income and ability to pay their next month's rent.

NAM has a limited amount of funding for assistance with utility payments. Administered by Sheltering Arms Senior Services, this federally funded Utility Assistance Program assists low income seniors (60+),  the disabled with the payment of gas and electricity bills, when funding is available. We also have funding for electric or natural gas disconnect notices. Recipients of these funds must live in Harris County and be at or below 200% of Federal Poverty Level.

To Apply for Utility Assistance

NAM will register applicants residing in these zip codes: 77014, 77038, 77041, 77043, 77064, 77065, 77066, 77067, 77068, 77069, 77070, 77084, 77086, 77090, 77095, 77375, 77377, 77379, 77388, 77389, 77429, 77433, 77449, 77477, 77484 and 77493. Please call 281-885-4562on Tuesday or Thursday mornings from 8:30am to noon  to schedule an appointment.

If you reside in another zip code, please call the United Way’s 2-1-1 emergency assistance number to locate your registration site. We are unable to accommodate walk-ins.

Please be sure to bring copies of these required items to your appointment:

  • Recent copies of your gas and electric utility bills, or disconnect notices (disconnect notices are only needed for Disconnect Notice Program) and prior month’s bill.
  • Copy of applicant's Photo I.D.
  • Proof of household income for the last 30 days, such as recent payroll stubs or documentation on Social Security, Unemployment Insurance, Pension Funds, disability, etc.
  • Copy of social security cards, birth certificates, and/or shot records for all household members.

IF YOUR NEED IS AN EMERGENCY no working air conditioning unit or a doctor's notice stating that living without an air conditioner is life threatening, please call Sheltering Arms at 713-956-7456.
