Shelter and Energy Assistance

The Shelter and Energy Assistance program (SEA) has two components. One is to prevent homelessness by assisting families with rent or mortgage funds and energy-related issues. The second component is a comprehensive program assisting already homeless families with the transition to self-sufficiency.

The SEA program is funded by federal grants totaling over $1.03 million, which benefited 783 families during the 2006-2007 fiscal year.   

NAM's Supportive Housing Program, funded by the U.S. Department of Housing and Urban Development (HUD), provides housing subsidies and supportive services to homeless families.

SEA also distributes funds from Emergency Food & Shelter Program, the Emergency Shelter Grant (ESG) from the state of Texas and the Harris County Community Services Department to assist people who are unable to pay their rent or mortgage due to a reduction in income. Comprehensive Energy Assistance Program (CEAP) funds provided by Sheltering Arms Senior Services assist the elderly or disabled individuals pay their utility bills over a three to four month period.

Because funding comes from several grant programs, staff members interview prospective clients to determine if they qualify for one of the available programs. Applicants must provide documentation related to identification, residency, income and ability to pay their next month's rent.

NAM offers assistance with utility payments for Elderly and or Disabled

CEAP Program Update (9/30/08):   Sheltering Arms Senior Services is holding a Comprehensive Energy Assistance Program (CEAP) application drive in cooperation with Northwest Assistance Ministries (NAM), 15555 Kuykendahl. The drive is set for the second week of October, but it is imperative that seniors call as soon as possible to schedule an appointment so their application is handled during the drive.

CEAP funds assist eligible persons with partial payment toward their utility bills. To be eligible, a person must have a household income at or below 125 percent of the Federal Poverty Guideline and be 60 years of age or older or be a disabled adult receiving Social Security or unable to work for 12 months or longer verified by a letter from physician. NAM registers clients residing in Harris County zip codes 77014, 77038, 77041, 77060, 77064, 77065, 77066, 77067, 77068, 77069, 77070, 77073, 77084, 77090, 77095, 77375, 77377, 77379, 77388, 77389, 77429, 77433, 77447, and 77484. Funds are only available for Harris County residents.

Applicants should call the CEAP appointment line 281-885-4562 between 9:00 a.m. and noon Mondays and Fridays to schedule an appointment. SEE UPDATE ABOVE. Applicants must have with them at their appointments: copies of Social Security cards for every member in the household, copy of applicants’s photo identification card, and copies of birth certificates. Applicants will also need proof of income such as copies of payroll check stubs for the last 30 days, if employed, or unemployment, child support print out, Temporary Assistance for Needy Families (TANF award letter), a copy of current Social Security award letter (or letter from physician stating applicant is unable to work for 12 months or longer), Medicare card, current bank statement and a copy of their current electric and/or gas bills.
